9 月 9 日,由香港特別行政區政府、香港貿易發展局合辦第十一屆「一帶一路高峰論壇」在香港會議展覽中心盛大開幕。本屆論壇以"推動高質量發展 共啟新征程"為主題,吸引超過 6000 名參加者,其中超過 100 位「一帶一路」國家和地區的政府官員、商界領袖及專業人士擔任講者,共同探討高質量共建「一帶一路」的新機遇,促進跨地域經貿合作和產業對接,推動合作成果加快落地。論壇期間見證超過 60 份合作備忘錄,項目及交易總額超過 31 億美元。論壇為期兩天。
On September 9, the 11th Belt and Road Forum, co-organized by the Government of the Hong Kong Special Administrative Region and the Hong Kong Trade Development Council, grandly opened at the Hong Kong Convention and Exhibition Centre. Themed "Promoting High-Quality Development, Embarking on a New Journey Together," the forum attracted more than 6,000 participants, with over 100 government officials, business leaders, and professionals from Belt and Road countries and regions serving as speakers to jointly explore new opportunities for high-quality Belt and Road cooperation, promote cross-regional economic and trade collaboration and industrial alignment, and accelerate the implementation of cooperative outcomes. During the forum, more than 60 memoranda of cooperation were witnessed, with the total value of projects and transactions exceeding US$3.1 billion. The forum lasted for two days.

Li Jiachao, Chief Executive of the Hong Kong Special Administrative Region, delivered the opening address at the forum. Special speeches were given by Abdullo Aripov, Prime Minister of Uzbekistan; Carolina Cosse, Vice President of Uruguay; and Saleumxay Kommasith, Deputy Prime Minister of Laos. Yan Dong, Vice Minister of Commerce, and Li Zhen, Deputy Director of the State-owned Assets Supervision and Administration Commission of the State Council, delivered remarks during the opening session.
第十一屆「一帶一路高峰論壇」在促進國際合作及推動項目對接方面成果豐碩。開幕式首日已促成多份合作備忘錄及協議,涵蓋金融、專業服務、工業及建造等多個領域,涉及中國內地、澳洲、印尼、哈薩克斯坦、老撾、馬來西亞、阿曼、卡塔爾及烏茲別克斯坦等國家和地區。
The 11th Belt and Road Forum achieved fruitful results in promoting international cooperation and facilitating project alignment. On the first day of the opening ceremony alone, multiple memoranda of cooperation and agreements were concluded, covering areas such as finance, professional services, industry, and construction, and involving the Chinese mainland, Australia, Indonesia, Kazakhstan, Laos, Malaysia, Oman, Qatar, Uzbekistan, and other countries and regions.

香港特別行政區行政長官李家超致開幕辭時表示:「香港是內地企業拓展海外業務以及國際企業進軍內地市場的理想雙向跳板。我們於去年十月成立的『內地企業出海專班』,已協助超過 300 家內地企業在香港設立或擴展業務,而我們世界一流的專業服務亦已準備就緒,隨時支援這些企業的出海計劃。」他續指,除了鞏固與傳統夥伴的關係外,香港亦持續擴大在『一帶一路』沿線的友誼網絡。自 2022 年起,我曾率領商貿代表團,前往東盟、中東及中亞地區的 13 個『一帶一路』國家,探討合作機會。這些訪問共促成超過 250 份合作備忘錄及其他協議,涵蓋政策協調、貿易與投資,乃至擴大互聯互通及企業支援等領域,充分體現了香港一直致力於開拓新市場、建立新夥伴關係及推動區域合作的決心。
In his opening address, Chief Executive Li Jiachao stated: "Hong Kong is an ideal two-way springboard for mainland enterprises to expand their overseas businesses and for international enterprises to enter the mainland market. The 'Mainland Enterprises Going Global Task Force' established last October has already assisted more than 300 mainland enterprises in setting up or expanding their operations in Hong Kong, and our world-class professional services are ready to support their global expansion plans at any time." He further pointed out that, in addition to consolidating relationships with traditional partners, Hong Kong continues to expand its network of friendships along the Belt and Road. Since 2022, I have led business delegations to 13 Belt and Road countries in ASEAN, the Middle East, and Central Asia to explore cooperation opportunities. These visits resulted in more than 250 memoranda of cooperation and other agreements, covering policy coordination, trade and investment, as well as expanding connectivity and corporate support, fully demonstrating Hong Kong's unwavering commitment to exploring new markets, building new partnerships, and promoting regional cooperation.

In his welcome address, Henry Ma, Chairman of the Hong Kong Trade Development Council, stated: "In a global environment fraught with risks and uncertainties, market diversification is no longer an option but a necessity for the sustained development of enterprises. While addressing new challenges, we must also proactively seize new opportunities. That is precisely why the Belt and Road Initiative is more significant than ever before. At its core, the Initiative aims to forge closer connections, transform development potential into cooperation opportunities, and then turn those opportunities into tangible benefits for all. Markets in ASEAN, Central Asia, the Middle East, Africa, and Latin America hold enormous growth potential, and as an important business platform for the Belt and Road, Hong Kong will continue to leverage its advantages of 'connecting the mainland with the world' to link the mainland with global markets. This year's forum has added new zones such as the 'Global Go-Global Service Providers' area, bringing together Hong Kong's professional service capabilities to help enterprises expand their international businesses and seize new opportunities for global development."

Abdulla Aripov, Prime Minister of Uzbekistan, stated in his special speech: "Uzbekistan regards the Belt and Road Initiative as a modern form of the ancient Silk Road and an effective platform for promoting cooperation in trade, transportation, investment, industrial collaboration, technology, capital, and human resources. Today, our cooperation with Belt and Road countries has been elevated to a comprehensive strategic partnership. The close and mutually trusting relationship between President Mirziyoyev of Uzbekistan and President Xi Jinping of the People's Republic of China has played a key role in this development. Uzbekistan is ready to become a reliable and long-term partner in building a Belt and Road community of shared development and prosperity. We sincerely invite all parties to join hands with us to create new manufacturing and technological value chains in Uzbekistan, expand investment and financial cooperation, and use Uzbekistan as a gateway to explore Central Asian and surrounding markets."

Carolina Cosse, Vice President of Uruguay, stated in her special speech: "In 2018, Uruguay became the first country in Mercosur to formally express support for the Belt and Road Initiative, and the first country in South America to sign a Belt and Road cooperation memorandum with the People's Republic of China. The core pillars of the Belt and Road Initiative in infrastructure connectivity, interconnectivity, trade facilitation, and financial connectivity are highly aligned with Uruguay's long-standing commitment to multilateral cooperation and free trade. Uruguay is ready to translate our commitment to the Belt and Road into concrete cooperation outcomes with Hong Kong and all participating partners, thereby promoting capital flows, trade financing, and project development, and advancing economic and trade exchanges between Latin America and Asia."

Saleumxay Kommasith, Deputy Prime Minister of Laos, stated in his special speech: "We regard the Belt and Road Initiative as an important cornerstone of our national long-term development agenda. It has made significant contributions to expanding trade, attracting foreign direct investment, developing modern infrastructure, and strengthening cross-border people-to-people exchanges. Under the framework of high-quality Belt and Road cooperation, the historic achievements of the China-Laos Railway since its opening in 2021 serve as the most tangible evidence. It has now served more than 70 million passenger trips and transported over 90 million tonnes of cargo, with the variety of traded products expanding from 13 to more than 4,000, driving bilateral trade volume beyond US$9.8 billion. It has successfully transformed Laos from a 'land-locked country' into a 'land-linked country' and a regional logistics hub, significantly reducing logistics costs and helping Laos integrate into regional supply chains."

Yan Dong, Vice Minister of Commerce of the People's Republic of China, stated in his special address: "We will support Hong Kong in leveraging its professional service advantages to participate deeply in the construction of cooperative projects in Belt and Road countries, guide Hong Kong enterprises to provide professional services such as legal consultation, financial insurance, mediation, and arbitration for project implementation, strengthen business information exchange between the mainland and Hong Kong, and achieve common development and mutual benefit through joint overseas expansion and other approaches."

Li Zhen, Deputy Director of the State-owned Assets Supervision and Administration Commission of the State Council of the People's Republic of China, stated in his special address: "We will continuously improve the new mechanisms through which central state-owned enterprises support Hong Kong and Macao in better integrating into national development, guide central enterprises to establish treasury centers, trade centers, R&D institutions, and international business headquarters in Hong Kong, and support Hong Kong in consolidating and enhancing its status as an international financial, shipping, and trade center and an international aviation hub. Looking ahead, relying on the unique advantages of 'One Country, Two Systems,' Hong Kong will certainly have great potential to play its role as a super-connector and super-value-adder."

The opening ceremony of the forum just concluded successfully this morning. May I ask Master Zhiji, what are your impressions of attending the forum at this moment?
智及宗師:我的感受非常深刻。我們國家推動的"一帶一路"事業,格局宏大、影響深遠。目前全球兩百多個國家中,已有七十餘個國家參與本次論壇,佔世界國家總數的三分之一以上,六千餘名各界代表齊聚一堂,共商全人類和平共處、共同發展的大事。這是一件非常了不起的歷史性事件,必將載入史冊,為國家強盛、中華民族偉大復興,留下濃墨重彩的一筆。
Master Zhiji: My impressions are very profound. The Belt and Road cause promoted by our country is grand in scope and far-reaching in impact. Among more than 200 countries worldwide, over 70 countries have participated in this forum, accounting for more than one-third of all nations in the world. More than 6,000 representatives from all walks of life have gathered to discuss the major cause of peaceful coexistence and common development for all humanity. This is a truly remarkable historical event that will undoubtedly go down in history, leaving a significant mark on national strength and the great rejuvenation of the Chinese nation.

智及宗師:我們學院的全稱為聖密宗古梵密金剛禪佛教。推廣傳承這一佛門正法,一路走來實屬不易。早在四五十年前,受時代環境影響,當時倡導破舊立新,佛教一度被歸為封建迷信,而我們傳承的密宗,更是被視作"迷信中的迷信",與如今的社會認知、價值認知截然不同。在新時代的發展背景下,在"一帶一路"倡議的推動下,過往的片面標籤被徹底打破,我們傳承的文化與法門,價值得到全新重塑。它不僅契合生命科學的內核,更蘊含深厚的哲學智慧、藝術底蘊,是集科學、哲學、藝術於一體的寶貴文化體系。這一翻天覆地的轉變,惠及大眾、造福世人,更為構建人類命運共同體,帶來了積極深遠的意義。
Master Zhiji: The full name of our academy is the Shengmi School of Ancient Sanskrit Esoteric Vajra Zen Buddhism. Promoting and inheriting this authentic Buddhist teaching has not been an easy journey. Four or five decades ago, influenced by the circumstances of the times, the advocacy of "destroying the old to establish the new" led to Buddhism being classified as feudal superstition, and the Esoteric tradition we inherit was even regarded as "superstition within superstition," which is completely different from today's social and value perceptions. Against the backdrop of development in the new era and driven by the Belt and Road Initiative, past one-sided labels have been thoroughly broken, and the culture and Dharma methods we inherit have been given a complete reshaping of their value. It not only aligns with the core of life science but also contains profound philosophical wisdom and artistic heritage, forming a precious cultural system that integrates science, philosophy, and art. This earth-shaking transformation benefits the public, brings blessings to the world, and has positive and far-reaching significance for building a community with a shared future for mankind.

Host: The Belt and Road Initiative covers more than 70 countries and regions, and Buddhist culture has always played an important role as a "lubricant" and "adhesive," enabling people of different countries and ethnic groups to resonate at the spiritual and cultural level, and promoting the Belt and Road from economic and trade cooperation toward deeper civilizational connectivity and joint civilizational building. May I ask, Master, how have you relied on the vast platform of the Belt and Road to promote the Sinicization of Buddhism and help excellent Chinese culture go global?
智及宗師:"一帶一路"是包容萬象、聯通世界的宏大平台,為傳統文化出海、文明交流互鑒提供了絕佳契機。我們傳承的聖密法門,擁有完善的五大靈性體系,包含靈性生命觀、靈性修持觀、靈性世界觀、靈性宇宙觀、靈性價值觀。依託"一帶一路"的時代浪潮,這套根植中華文脈的靈性智慧,已然成為造福全人類、助力文明共生的精神力量,為世界多元文化融合賦能。
Master Zhiji: The Belt and Road is a grand and all-encompassing platform that connects the world, providing an excellent opportunity for traditional culture to go global and for civilizational exchange and mutual learning. The Shengmi Dharma we inherit possesses a complete system of five spiritual dimensions, including the spiritual view of life, the spiritual view of cultivation, the spiritual view of the world, the spiritual view of the universe, and the spiritual view of values. Relying on the tide of the times brought by the Belt and Road, this spiritual wisdom rooted in Chinese cultural lineage has become a spiritual force that benefits all humanity and supports civilizational coexistence, empowering the integration of diverse cultures worldwide.

Master Zhiji: Tasmania is the smallest and least populous state in Australia, with a local population even smaller than that of a small town in China, yet it brings together more than a thousand religious traditions, featuring cultural and religious diversity. Based on the Belt and Road principles of extensive consultation, joint contribution, and shared benefits, we will continue to promote the Five Spiritual Views and convey the core ideas of inclusive coexistence and harmonious unity. We aim to help the public deeply recognize that people and people, people and nations, nations and nations, religions and religions, people and science, and people and art are all an interconnected whole sharing a common destiny.
